Consultancy Content & Intentions:
NCA
Afghanistan office will engage one short-term consultant or a
company/organisation to provide training on PCM programming and perform implementing
process. The consultancy will be carried out in three modules, each requiring a
certain amount of home based work for preparation in
addition to in-country implementation of the modules and
mechanisms in
NCA office in Afghanistan and at field locations. The
first module of 2 weeks in-country work and one week of home based work will be
concluded during 2009. The two next modules will be performed during winter and
spring 2010.
In
the perspective of NCA internal capacity building approaches, the objective of
this series of trainings is to increase the knowledge of
Project Cycle Management focusing on all classical aspects of this management
system. This training will for the first of a series of three modules focus on Planning/programming, Identification and Appraisal/budgets (financing). The subsequent modules will focus on
Implementation and finally Monitoring and Evaluation. For the latter module it
is also expected that the consultant will in a participatory way develop a
generic M&E mechanism for NCA programme work in Afghanistan as well as
provide training in its use in the field.
The
participants on the training will be representatives from the NCA programme department and potentially NCA local partner representatives
to streamline NCA M&E routines with its partner organisations. It is
expected that the participants will gain insights into:
-Programming
-Identification
-Formulation
-Implementation,
including monitoring and reporting
-Evaluation
-Practical
preparation for auditing requirements
It is further expected that the participants will be introduced to the
concepts of Logical Framework Approach (LFA), obtain skills in promoting
partnerships and ownership as well as qualitative insights in objectives of
participatory approaches and facilitation skills.
The
training highlighted is aimed to support individuals in building their capacity
and as well collectively to improve the planning, implementation and monitoring
of programmes and
projects.The main
objectives are to facilitate:
-the project
officers to better perform their supervisor role,
-better understanding of the concepts of development,
-more effectively planning and evaluation of developmental intervention, and
-NCAs effective role in building the capacity of partner
organization through working together with them in field and their offices.
The training is further proposed to be both result- and goal oriented and should take place in intervals both in office and field.
The program officers taking part in this training should as a result be capacitated to in future hold the responsibility to design similarcourses for partner organisations in field, potentially also as follow-upto this particular project with external help.
The
timing for the in-country work is negotiable and subject to changing conditions
with respect to e.g. security. The proposed set-up is as follows:
- Module
1: Two weeks during late November/early December 2009
- Module
2: Two weeks during January or February 2010
- Module
3: Two weeks during May/June 2010
There
will be allowed for one week home based preparation work for module 1, and one
week for each of the subsequent modules. Finally it is scheduled for one week
out of country wrapping up and report writing.
Duties and
Responsibilities:
I.The short-term consultant will provide presentations
on specific issues as proposed above and will include the following topics:
·Project
Cycle Management as defined above
·LFA and participatory approaches
II.The
particular attention for modules will be given to the quality of specific thematic focuses:
·Module 3: Implementation and Monitoring & Evaluation (2 weeks full day
in-country training, including 1 week at field sites)
III.The consultant(s) will through a participatory approach provide a
M&E mechanism including formats and tools for analysis
IV.The
consultant will provide specific attention on training on organisational and coordination aspects of
implementing phase (with monitoring and reporting requirements) of project
cycle management:
·Coordination
role of NCA
·Coordination
on the level of beneficiary institutions/beneficiary participation
V.Deliver a
final report including materials and evaluations on the training delivered.
Duration of the assignment: 10 weeks, during December 2009 and winter and late spring
for the two later modules.
Qualifications and
Experience:
·At least 10 years of proven
expertise and experience in the field of capacity building for Project Cycle
Management, and preferably with working experience in Afghanistan or the region
of South Asia
·Specialized knowledge on PCM
programming and implementing
·Excellent communication skills
and facilitation skills for working with teams
·Experience of designing and
running education training workshops
·Good understanding of rural
development programmes
·Excellent M&E and report
writing skills
·Excellent written and spoken
English
·Knowledge of local language
would be distinctive advantage.
